Rainmeter Installation on Windows 11 Issue
I'm up to date on all Windows 11 updates and downloaded 4.5.17 of rainmeter And Yes, Windows 11 did do some funny stuff with onedrive and my documents folder. I quickly got rid of that option. I have been using rainmeter for several years on my Windows 10 desktop and microsoft surface laptop (also Windows 10) and never encountered this issue.

Transparent taskbar - Rainmeter Forums
This in fact has nothing to do with Rainmeter. As far as I can tell, there is no way to get a maximized window behind the taskbar. This is a Windows feature, doesn't matter how your taskbar is looking or how large it is. The OS doesn't let you to do this. A smaller window can go behind it, but a maximized one can't. Nothing to do to fix this.

If you're like me and don't like adding shortcuts to the startup folder in the Start Menu (don't ask why) you can add a simple key to your registry.
